Warden McNamara offered the following message regarding the passing of the Duke of Edinburgh, Prince Philip:

Earlier this month, Prince Philip, Duke of Edinburgh, died after a long and eventful life.

He was not only the loyal consort to Queen Elizabeth for more than seven decades. He was a Second World War veteran and a licensed pilot for 44 years. He also supported the environment, industry, sport and education through his patronage of hundreds of organizations.

Many in Windsor-Essex remember the excitement of Queen and Prince Philip’s visit to our region in 1984.

Let us take a moment to reflect and honour the life of Prince Philip.

Prince Phillip did a lot of work in the Scouting movement through out the world. He was the patron to the Boy Scouts, Girl Scouts and Guiding throughout the World.

Keep Prince Phillip in our thoughts as we reflect on his long tenure as the consort to Queen Elizabeth, the head of the Commonwealth and the Queen of Canada.

Warden McNamara attended the meeting virtually from the Essex County Civic Centre, Council Chambers. All other members of Council participated in the meeting virtually, via video conferencing from alternate remote locations.

There were no disclosures of pecuniary interest raised.

Warden McNamara welcomed the members of County Council, Administration and members of the public and delivered the following greeting:

Good evening.

We are at another critical point in the battle against COVID-19 in the Windsor-Essex Region. We need to stop the third wave by staying home and prevent a fourth wave by getting vaccinated.

I know many of you are tired and frustrated, but you keep stepping up. Thank you. Your efforts and sacrifices are making a difference.

So far, the third wave of the pandemic has not hit this region as hard as other parts of Ontario.

However, the fast-spreading variants of the virus are here and on the rise. We need to remain vigilant.

The only way to stop them is by staying home as much as possible. Practice social distancing outside your home and wear a mask when you can’t.

The other positive action you can take is getting a COVID-19 vaccine when it is your turn.

When I was eligible, I didn’t hesitate to get a shot of the AstraZeneca vaccine. I was grateful to get it. If you are still waiting for your turn, thank you for being patient.

Everyone 40 years and older is now eligible to make an appointment to be immunized at a participating local pharmacy. I’m heartened to hear people are signing up.

Everyone who is 60 years or older has the option of making an appointment at one of our region’s vaccination clinics.

Individuals with the highest-risk health conditions can also book appointments at these clinics. New time slots are added daily, so check the WEVax.ca website every morning until you get one.

If you’re 50 or over and live in one of the “hot spot” postal codes, you as well can book an appointment at one of the vaccination clinics. You can arrange for free transportation provided by Vets Cab and Sun Parlor Taxi. Thanks to some generous local companies and the Windsor-Essex Regional Chamber of Commerce the cost of your cab fare will be covered.

This is the kind of teamwork that will protect our community.

Health experts have been clear that the benefits of being vaccinated far outweigh the risks. If you have questions, go to a credible source. The WEVax.ca website has all the information, including a step-by-step guide about vaccine appointments available in 11 languages. It is a great resource.

More than 127,000 Windsor-Essex residents have had at least one dose of vaccine as of this morning. That number keeps climbing. The bigger it gets the better we are all protected.

There were no delegations scheduled for the April 21, 2021 meeting.

Report number 2021-0421-FIN-R06-SZ, Regional Insurance Study, dated April 21, 2021 from Sandra Zwiers, Director of Financial Services/Treasurer

Sandra Zwiers provided information related to the Corporation’s insurance programs and opportunities available by investigating a regional approach to purchasing these services. She explained that the goal was to improve economies of scale to provide overall cost savings for the Corporation and its seven local municipalities.

She advised that a regional approach included hiring a consultant to investigate options for general liability and health-care benefit coverage, with the goal being to determine if negotiating insurance rates regionally could save money while allowing for differences among the participating municipalities. She stated that other jurisdictions were using this approach to address pressures through regional insurance pools that provide some protection from insurance sector volatility. The study is expected to take 12 to 13 weeks to complete.

It was noted that the Chief Administrative Officers of all seven municipalities supported a regional study when presented with the information by County CAO Mike Galloway.

Report number 2021-0421-ISD-R013-JM, Tender Summary - Culvert on County Road 27 – Centre Branch No. 47 Drain, C-27-219, dated April 21, 2021 from Jane Mustac, Director of Infrastructure Services Department/County Engineer

Jane Mustac provided information on the Tender Summary for the Culvert on County 27. She explained that the project was expected to begin late July and last four weeks, with a detour route South to County Road 18 being required.

Report number amended to 2021-0421-ISD-R014-JM. 

Jane Mustac provided information in the Tender Summary for the Culvert of County Road 42 noting the project was scheduled to begin late July, first of August and be completed before the start of school year. She advised this project would require a four-week closure routing traffic North to County Road 22.

Received e-mailed correspondence April 8, 2021 from Jenna Allain, Source Protection Coordinator, Thames-Sydenham and Region Drinking Water Source Protection Committee advising that a representative for the joint seat representing Elgin, Essex and Chatham-Kent requires a nominee to be put forward, either jointly for separately by each municipality. The incumbent, Brent Clutterbuck from the Township of Southwold is interested in serving another term.  Mr. Clutterbuck as served as the representative since the inception of the Committee in 2007.

Council supported the request to have Brent Clutterbuck maintain his position as representative through the next term.
