    That the minutes of the April 18, 2018 Regular Meeting of Essex County Council be adopted as presented.

Warden Bain welcomed the members of County Council, Administration and the media. He noted his participation in the following events:

  • Attended the OPP Drug Workshop where  speakers presented informationregarding drugs and open discussion took place among those present
  • Attended the Windsor Essex Regional Chamber of Commerce distinguished speaker luncheon, where Mayor Gary McNamara provided the address.
  • Attended the Seniors' Town Hall Meeting hosted by MPP Natyshak and MP Ramsey in Essex
  • Attended the TWEPI Tourism Guide Kick-off at Devonshire Mall.
  • Attended the 50th Anniversary Luncheon of the Retired Teachers of Ontario
  • Attended St. Anne's High School to address some students about the role of the County Warden and the role of Mayor as part of their learning about local government.

There were no delegations scheduled for the May 2, 2018 meeting.

Received email notification, April 24, 2018, that TWEPI is seeking expressions of interest from parties to sit as members of their Board of Directors by May 16, 2018.

Received e-mailed correspondence, dated April 9, 2018 requesting support of their Council's resolution to cancel Bill C-71.

Received correspondence, dated April 24, 2018 seeking support for their resolution requesting the Province to allow trappers in that region.

Report Number 2018-0502-FIN-R004-SZ, dated May 2, 2018 from Sandra Zwiers, Director of Financial Services/Treasurer.

Ms. Zwiers provided some background information regarding the legislated reporting requirements. She further outlined the investment holdings of the County and in which institutions they were held.

Ms. Zwiers noted that under the 'Prudent Investor' regulatory amendments, the County meets the criteria for qualification in the program. She advised that when further information becomes available regarding this program, a report to Council outlining the considerations would be brought forward.

Report Number 2018-0502-IS-R012-TRB, dated May 2, 2018 from Tom Bateman, Director of Infrastructure Services/County Engineer.

Mr. Bateman discussed the report and the tender process. He noted the tender results and recommendation for Council to consider.

Report Number 2018-0502-IS-R013-TRB, dated May 2, 2018 from Tom Bateman, Director of Infrastructure Services/County Engineer.

Mr. Bateman provided an account of the 2017/2018 winter control program and noted that costs were in line with the four year average. He further noted that the winter control crews spent many hours clearing roads and salting during the past season and he thanked them for their efforts.

Warden Bain as well as other members of Council noted the outstanding job performed by the winter control crews.

Report Number 2018-0502-SPH-006-LM, dated May 2, 2018 from Lynda Monik, Administrator, Sun Parlor Home

Ms. Monik provided background on the status of the existing elevators and the result of an engineers assessment of each unit. She advised that it had been determined that replacement costs for each existing elevator would be in the range of $500,000 and that it would be a better option to refurbish the existing elevators instead. She noted that the project was proposed to commence in September of 2018 and would reach completion by March of 2019.

Received a copy of the joint application of SMART Windsor-Essex to Infrastructure Canada's Smart City Challenge which was submitted on April 24, 2018.

Received e-mailed correspondence April 3, 2018 from Jenna Allain, Source Protection Coordinator, Thames-Sydenham and Region Drinking Water Source Protection Committee advising that a representative for the joint seat representing Elgin, Essex and Chatham-Kent requires a nominee to be put forward, either jointly for separately by each municipality.

It was noted that the incumbent, Brent Clutterbuck from the Township of Southwold was interested in serving another term.

Notification had been received that Chatham-Kent Council and Elgin County Council had endorsed the nomination of Brent Clutterbuck.
