There was no Closed Meeting scheduled for April 7, 2021.

Warden McNamara attended the meeting virtually from the Essex County Civic Centre, Council Chambers. All other members of Council participated in the meeting virtually, via video conferencing from alternate remote locations.

Krista Rempel, Executive Director from The Bridge Erie Shores, was also in attendance relating to item 11.2 Housing with Supports - New Service Provider Agreement-Building Bridges Erie Shores. 

There were no disclosures of pecuniary interest raised.

Warden McNamara welcomed the members of County Council, Administration and members of the public and delivered the following greeting:

Good evening,

The last few weeks have been a roller-coaster ride for all of us here in Essex County. They have brought us reasons for hope, but also reasons for concern and continued vigilance.

This afternoon, Ontario Premier Doug Ford declared a State of Emergency and issued a sweeping Stay-At-Home Order to help curb the spread of variants that are threatening to overwhelm our health care system.

These variants are more transmissible and deadlier than the COVID-19 we’ve been fighting for a year. They are wreaking havoc in other jurisdictions and, unfortunately, they are on the rise here in Windsor-Essex.

Dr. Ahmed warned this week things are moving in the wrong direction. I’m hopeful this Stay-At-Home order can help turn the tide. Please, limit your contacts and avoid gatherings and non-essential trips outside your home.

I know this is a bitter pill for small businesses in Windsor-Essex who are struggling to survive. These businesses are the backbone of our economy. Please continue supporting them the way they have always supported us.

And I know this lockdown hurts residents more than the others because people are tired and discouraged and because it felt for a time that the worst was behind us.

Hang in there. We’ve come too far and sacrificed too much to give up now – not when our mass vaccination campaign is about to pay big dividends.

More than 92,000 Windsor and Essex County residents have received one vaccine and the pace of vaccinations is poised to ramp up.

The vaccines and the variants are in a race and it is only our continued vigilance that will slow the spread and allow the vaccines to cross that finish line first.

I would like to finish these remarks on a positive note and thank all of the Essex County residents who fought so hard to ensure the Province provided funding to advance the new hospital project.

There are competing interests around the cabinet table at Queen’s Park, but our residents clearly and consistently let the Premier know they deserved quality health care and a modern, state of the art hospital.

Our work is far from over, but we can’t wait to move forward with this transformative project. It will improve the quality of our lives and bolster our regional economy, attracting the best and brightest in the field of medicine and fueling residential and commercial growth.

We can accomplish great things when we work together and it is this same indomitable spirit that will allow us to endure this lockdown and win the fight against COVID-19.

Report number 2021-0407-CCS-R05-JDF, Housing with Supports - New Service Provider Agreement-Building Bridges Erie Shores, dated April 7, 2021 from Jeanie Diamond-Francis, Manager, Community Services

Jeanie Diamond-Francis provided information and background regarding the agreement with Building Bridges Erie Shores. She indicated this agreement will provide local youth with temporary housing, support and needs management to prepare them for the future.
Various funding methods were discussed; both outside and inclusive of financial support of the County. The Housing with Supports group were praised for their innovative approach to this agreement.

Report number 2021-0407-FIN-R05-SZ, Ontario Regulation 588-17 Asset management Planning for Municipal Infrastructure, dated April 7, 2021 from Sandra Zwiers, Director of Financial Services Department/Treasurer

Sandra Zwiers provided the report outlining changes to Ontario Regulation 588/17 explaining that the municipal asset management planning regulation was designed in phases with multiple deadlines. She advised that due to challenges presented by COVID-19, the Minister of Infrastructure had extended the deadline for Phase 2 an additional year to July 2022.  Ms. Zwiers noted that County Administration intended providing Council with the Corporation’s Strategic Asset Management Plan in the Spring 2022 to align with the 5-year review of the plan.

Report number 2021-0407-CCS-R04-MB, Approval of 2021 Conferences and Policy Update, dated April 7, 2021 from Mary Birch, Director of Council and Community Services/Clerk

Mary Birch provided the report outlining conferences which could be attended by Councillors if approved for 2021.  She further explained that the Policy 94-004 Conference/Convention Attendance Policy was updated to increase the conference allowance limit and include information pertaining to virtual conferences.

Report number 2021-0407-EMS-R002-JL, Naloxone Program Distribution Agreement, dated April 7, 2021, from Justin Lammers, Deputy Chief Professional Standards, Essex-Windsor Emergency Medical Services.

Deputy Chief Justin Lammers provided a report regarding an agreement with Windsor Essex County Health Unit (WECHU) and the County of Essex on behalf of Essex-Windsor EMS for the future distribution of Naloxone kits as a component of the Vulnerable Patient Navigator (VPN) program and specifically the Mental Health and Addictions Response Team (MHART).  Replacement kits fall under the Harm Reduction pillar of this program and would be partnered with education and support for those suffering from Substance Use Disorders.

Report number 2021-0407-EMS-R03-BK, 2021 Budget- Approval for the Procurement of Seven Ambulances, dated April 7, 2021 from Bruce Krauter, Chief, Essex-Windsor Emergency Medical Services

Chief Bruce Krauter provided a report on the procurement of seven ambulances in 2021.  He advised that increases in price were attributed to supply chain disruptions and COVID related price increases and that a budget shortfall of $9,573 for the entire project would be realized and to be funded from reserves.

Report number 2021-0407-ISD-R010-JM, Tender Summary - Bridge Over Belle River B-27-12, dated April 7, 2021 from Jane Mustac, Director of Infrastructure Services Department/County Engineer

Jane Mustac reported on the tender results for rehabilitation of the Bridge over the Belle River on County Road 27.  She explained that the proposed timing of the works was anticipated to commence in early May and expected to take three (3) months to complete, with detour routes extending to County Road 31.

Jane Mustac reported on the tender results for the acquisition of Non-coning Water Borne Paint required for line painting projects under legislation.  She explained that supply chain impacts had increased the cost of this product and that savings experienced in other areas would assist to offset the increase in pricing of this product.

Report number 2021-0407-ISD-R011-JM, Traffic Calming Gosfield North Public School, dated April 7, 2021 from Jane Mustac, Director of Infrastructure Services Department/County Engineer

Jane Mustac provided a report in response to a safety inquiry about County Road 27, adjacent to Gosfield North Public School.  She explained that preliminary information had been gathered in consultation with the school principal.  She explained that during COVID, the school had experienced more parents driving their children to school in lieu of bussing, however, this was anticipated to be a temporary situation.  This preliminary report indicates there is signage and safety markings in place at this time. A full report will be provided before the end of school year.

    That Essex County Council received report 2021-0407-ISD-R011-JM Traffic Calming Gosfield North Public School as information.

At the March 21, 2021 meeting of Essex County Council, Gord Queen raised an issue with the portion of County Road 27, which is adjacent to Gosfield North Public School and issued the following Notice of Motion:


Whereas the Health and Safety of all our Residents is important, regardless of age; and


Whereas the Present COVID-19 has highlighted problems within our County; and


Whereas our School Children, School Teachers and Parents are all experiencing challenges getting to school safety; and


Whereas on more than one occasion concerns have been expressed about the speed and safety for Parents to drop off and pick up their Children at the Gosfield North Public School located on the Belle River Road, often referred to as County Road 27; and


Whereas the Council of the Town of Kingsville is scheduled to discuss this issue at their next regular meeting on March 22. 


Now therefore, in the event that we gain support and concurrence of our local Town Council, I may move or cause to have moved as follows:


That a School safety zone be established by or in front of the Gosfield North Public School, with appropriate signage; and


Further, that the County of Essex review and make such other actions and recommendations that may aid in the safe passage of our students.

Mayor Snively - new business - do we use rumble strips at intersections?.  Not for last seven years. CR15 and 18 fatal incident. Second of this result in a short period.  Requesting flashing stop sign. at CR20 at Arner as well. 

Two locations.  Requesting investigation into this safety issue.  Staffic signal warrents are in the process.  Jane Mustac will look into it.  FOR DIRECTION per MAry.
