There is no Closed Meeting scheduled for April 16, 2025.

  • Recommendation:

    That the minutes of the April 2, 2025 Regular Meeting of Essex County Council be adopted as presented.

Mary Brownlie and Dylan Osborne to make a presentation to Council regarding their safety concerns with the intersection at County Road 18 and County Road 15.

  • Recommendation:

    That the correspondence listed on the Regular Agenda for April 16, 2025, be received and any noted action approved. 

Letter from Town of Essex RE Regional Transportation Grant for the Leamington-Windsor Transit Line, dated March 28, 2025

  • Recommendation:

  • Recommendation:

  • Recommendation:

    That Essex County Council receive report number 2025-0416-IPS-R09-JB, Road Safety Management Program as information.

Report number 2025-0416-IPS-R10-JB, Intersection of County Road 20 and Lowes Side Road, dated April 16, 2025, from Jerry Behl, Manager, Transportation Planning and Development  

  • Recommendation:

    That Essex County Council receive report number 2025-0416-IPS-R10-JB, Intersection of County Road 20 and Lowes Side Road as information

    And

    That Essex County Council direct administration to reduce the speed limit on County Road 20 from 70km/h to 50km/h between Lowes Side Road and 50m south of Dalhousie Street.

    And

    That by-law 2025-17 be adopted, amending By-law 26-2002 to Regulate Traffic and Parking on Highways within the Essex County Roads System, ‘Schedule H’ to reduce the speed on County Road 20 between Lowes Side Road and 50m south of Dalhousie Street.

Report number 2025-0416-LLS-R16-DMS, Non-Smoking and Non-Vaping Policy, dated April 16, 2025 from David Sundin, Director, Legislative and Legal Services/County Solicitor

  • Recommendation:

    That Essex County Council receive Report 2025-0402-LLS-R16-DMS as information; and further,

    That the Non-Smoking and Non-Vaping Policy appended to this Report as Appendix A be approved and adopted as a Corporate Policy of the County of Essex.

Report number 2025-0416-EMS-R03-ZF, Essex Windsor EMS 2026 Pre-Budget Vehicle Procurement Approval, dated April 16, 2025, from Ziad Fatallah, Deputy Chief, Essex-Windsor Emergency Medical Services

  • Recommendation:

    That Essex County Council receive report number 2025-0416-EMS-R03-ZF, Pre-Budget Vehicle Procurement Approval, and authorize administration to proceed with the addition of two (2) additional ambulances to the 2026 pre-budget vehicle procurement order, bringing the total number of ambulances to be purchased to nine (9).

At the March 5, 2025 meeting of Essex County Council, Councillor Sherry Bondy brought forward the following:


That Essex County Administration provide each of the local municipalities (Administration and County Councillors) with the information obtained by County Administration and their hired consultations regarding the network screening of intersections.


Whereas this important information when shared, will allow all local municipalities and elected officials the opportunity to work collaboratively on safety improvements and increased enforcement.


Whereas County Councillors need to be informed about the state and scope of County intersections so they can ensure proper budgetary dollars are going towards road safety.


That this motion be placed on the County Council Agenda for consideration and debate, to coincide with the forthcoming Administrative Report on the same subject, which is anticipated for April 16, 2025.

  • Recommendation:
