Warden Bain welcomed the members of Essex County Council, the members of the public and the media. He noted his participation in the following:

  • Attended the University of Windsor School of Creative Arts grand opening
  • Attended the Essex Windsor EMS Dougall Base Open House
  • Attended the Smart Cities Challenge media launch
  • Attended the First World Interfaith Harmony Day in the name of Peace and Non-Violence
  • Attended the 60th Anniversary of the Knights of Columbus in Woodslee
  • Attended the Essex County Horticultural Society Annual General Meeting

Warden Bain further noted that the Windsor Essex Regional Chamber of Commerce 11th Annual Essex County Warden's Luncheon took place on March 29, 2018. He noted it was well attended and was a great opportunity to share ideas and news about the status of Essex County with all who were there.

There were no delegations scheduled for April 4, 2018.

Report Number 2018-0404-CCA-R004-RT, dated April 4, 2018 from Renee Trombley, Manager of Corporate Communications and Accessibility.

Ms. Trombley discussed the status of the Smart Cities Challenge joint submission from the County of Essex and the City of Windsor and other community partners. She outlined the process undertaken up to date and noted that to complete the submission the Committee was seeking feedback from the community.

Ms. Trombley provided the website information https://www.smartwindsoressex.ca/ for anyone to visit and to submit their ideas and take the survey.

She noted that the deadline for submission was April 24, 2018.

    That Report Number 2018-0404-CCA-R004-RT providing an update on the Smart Cities Challenge be received.

Report Number 2018-0404-HR-R001-GPS, dated April 4, 2018 from Greg Schlosser, Director of Human Resources.

Mr. Schlosser provided Council with a summary of the report. He provided a rationale for the proposed review to the Health and Safety Policies, noting that leadership and accountability have been brought to the forefront.

Mr. Santos questioned what the role of Council would be in the review process.  Mr. Schlosser indicated that the review would take place by Administration and be brought forward to Council for endorsement.

Mr. DiCarlo questioned whether the intention of the leadership and accountability piece was intended to be the ultimate responsibility of Administration or of Council?  Mr. Maisonville indicated that the intent was to have the hierarchy of responsibilities in place to ensure that the CAO performs the required due diligence with the corporation and departments and further that Council's role would be to ensure the CAO was fulfilling that role.

    That County Council approve the proposed new Internal Leadership Responsibility Policy 2018-01, and proposed revisions to the annual Occupational Health and Safety Policy Statement.

Report Number 2018-0404-EMS-R005-BK, dated April 4, 2018 from Bruce Krauter, Chief Essex-Windsor EMS.

Chief Krauter provided a summary of the report and of the tender process. He discussed the comparative analysis undertaken within the options that were submitted for consideration by the vendors.

Mr. McNamara questioned whether this acquisition was included in the 2018 Budget?  Chief Krauter advised that the defibrillator replacement was part of the 2018 budget, but to be financed internally over multiple years.

Mr. McNamara requested that reports to Council, from all departments, include financial implications so that the information is readily available for consideration by Council prior to the meeting. Mr. Maisonville noted that future reports would provide budgetary qualitative and quantitative information for Council to consider.

Mr. Fazio questioned whether this defibrillator acquisition covers the needs for EMS as it pertains to the new and additional fleet units.  Chief Krauter indicated that there were sufficient units for both current and immediate future vehicles being added to the fleet.

    That Tender 2018-5 be awarded as follows:

    Option A – Purchase of sixty (60) new defibrillator/monitors be awarded to Physio Control, division of Stryker Medical for a total tender amount of $2,296,671, plus HST.

    Option B – Disposal of fifty five (55) used Lifepak 15 defibrillator/monitors be awarded to EMS Surplus Canada at a revenue of $440,000, plus HST.

Report Number 2018-0404-IS-R010-TRB, dated April 4, 2018 from Tom Bateman, Director of Infrastructure Services/County Engineer.

Mr. Bateman discussed the report and project listed under the 2018 Structural Rehabilitations, the Bridge Over Tremblay Creek. He provided a summary of the tender process and noted the recommendation for Council's consideration.
