County Council Minutes for April 4, 2018.

Warden Bain welcomed all. He noted his participation in the following events:

  • Attended the Workforce Essex-Windsor NAFTA Working Group meeting
  • Attended the Essex County Agriculture Hall of Fame induction ceremony where Mr. Desmarais and Mr. Wright were inducted.
  • Attended the Western Ontario Wardens Caucus meeting in Middlesex County.
  • Addressed the Executives from Vista Print North America - as they were in the region for a corporate gathering
  • Attended the 36th Annual Professional Engineers Association Luncheon
  • Attended the Universities of Ontario Council Meeting at the University of Windsor.  He noted that the meeting was comprised of all of the Ontario University Presidents and was an interesting and well attended gathering in the region.
  • Attended the 3rd Annual Best of Windsor Essex Awards - hosted by Tourism Windsor Essex County Pelee Island.
  • Attended the 9th Annual Youth Appreciation Night where, along with other members of County Council served a banquet meal to deserving community-minded youth and their families. The Warden offered congratulations to these young members of the community who find time in their busy school and work schedules to give of themselves through volunteering.

Report Number 2018-0418-SPH-R005-LM, dated April 18, 2018 from Lynda Monik, Administrator, Sun Parlor Home.

Ms. Monik provided a summary of the report and outlined the benefits to the residents of having access to Clinical Connect. She explained that this program would enable faster and more thorough communication from the Sun Parlor Home to other health care providers regarding patient records and health information.

Report Number 2018-0418-IS-R011-TRB, dated April 18, 2018 from Tom Bateman, Director of Infrastructure Services/County Engineer.

Mr. Bateman discussed the report and outlined the structure rehabilitation project. He provided a summary of the tender process and the results of that process.  He noted it was estimated that due to the nature of the project and the need for complete replacement of the concrete culvert, that County Road 34 would need to be closed at that location for the duration of the project, approximately 3 weeks.

Report Number 2018-0418-ADM-R08-RM, dated April 18, 2018 from Robert Maisonville, Chief Administrative Officer.

Mr. Maisonville provided some background on the County facilities, specifically the Civic Centre and the staff vacancy contributing to the need for additional personnel.

    That County Council approve the addition of a Facility Supervisor position for the Civic Centre / Infrastructure Services operations and support for EMS facilities operations and maintenance, as well as facilities health and safety requirements.

Correspondence from Warden Bain, dated April 11, 2018 to Minister of Transportation McGarry, providing additional information related to Highway #3, requested at the meeting held at the Ontario Good Roads Association Conference.

Warden Bain discussed the details of the letter that was sent to Minister of Transportation McGarry, as well as the information that was included as a follow up to the meeting that took place at the Ontario Good Roads Association conference. He noted that the Minister's office was currently reviewing the new information that was presented and it was hoped that they would respond to the County in due time with their assessment.

Verbal update on the SMART Windsor-Essex collaboration to submit a regional application to the SMART Cities Challenge on April 24, 2018.

Seeking support for submission of the application.

Ms. Trombley provided an update with regard to the SMART Windsor-Essex regional application to the SMART Cities Challenge. She noted that with the application, the Committee would like to include a letter of endorsement from County Council. She advised that the process of citizen engagement was nearly completed and the application was due for submission on April 24, 2018.

Mr. McNamara complimented Ms. Trombley and the SMART Windsor-Essex committee on their presence in the local media and for their work in formulating this application on behalf of the region.

    That Essex County Council support the joint proposal to the Smart Cities Challenge by Infrastructure Canada, due on April 24, 2018, with the City of Windsor and that Essex County Council forward a letter in recognition of its support.

Mr. McNamara noted that at a recent meeting of the Housing Advisory Committee, he inquired with City of Windsor staff about the issue of reviewing the per diems for the Housing with Supports contracted homes, provided through the Community Homeless Prevention Initiative (CHPI). He advised that the City staff had indicated that through an increase in the CHPI funding from the Province, they were recommending that City Council approve an increase over the next two years to the contracted homes in both the City and County. 

Mr. McNamara noted that there had been some attention in the media on the subject of the location of the new regional acute care hospital and that since the County of Essex has committed to contributing $100 million to the new hospital construction, and the location had been selected based on analysis and growth projections, he felt it was time for County Council to reinforce its support for the selected location.

Mr. Maisonville advised that the Minister was aware of the support from County Council on the selected location and that had been informally communicated with their office in recent months.

Warden Bain noted that there may come a time when a more formal communication might be necessary, however he did not feel that would currently be necessary.

Mr. McNamara expressed concern over the project's timeline and the timing of the provincial election. He noted that some local provincial representatives do not support the selected location and there had been some attention to their objections.

Mr. McDermott expressed that when the time came for the County to reaffirm it's support, he felt that Windsor City Council should also be requested to do the same as there would be a mutual benefit and there should be a consistent message. 

Mr. Queen noted that he would like the opportunity to speak on the matter during the notice of motions section.

Mr. Bachetti advised that there had been some issues with traffic backing up at the County Road 19/County Road 22 intersection and that he would like to discuss that matter further with Mr. Bateman, perhaps after the meeting, regarding some complaints he had received. 

 

Mr. McNamara noted that a recent communication from AMO discussed the issue raised by Mayor Paterson at a previous meeting, regarding a municipality's right of refusal when siting private landfills. He advised that is was AMO's position to support this right for municipalities as the question moves forward in provincial parliament.

A free Candidate Information Session is being held for anyone interested in finding out more information about running for office in the 2018 municipal election.

Individuals with prior municipal election candidate experience should also attend to learn about recent amendments to the Municipal Elections Act.

The Information Session will be held on Thursday, April 26, 2018 at 7 p.m. in the Council Chambers at the Essex County Civic Centre (360 Fairview Ave. W., Essex, ON N8M 1Y6).

Ms. Birch offered a reminder notice to members of County Council that the Municipal Election - Candidate Information Session was scheduled for April 26th at 7PM at the Civic Centre. She noted that there would be representatives from each local municipality including the City of Windsor, with information specific to each of their local elections and that presentations would include information for anyone who was considering running for municipal council, as well as an explanation of changes to the Municipal Elections Act that would be helpful to anyone, even experienced municipal representatives.  She advised that the Ministry of Municipal Affairs would be making a presentation as well as a guest speaker Mike Galloway, CAO from Caledon Ontario with several years municipal experience.   Ms. Birch noted that the session was free to attend.

A By-law to confirm the Proceedings of The Corporation of the County of Essex. (April 18, 2018)

Mr. Queen provided notice of a motion which he wished Council to consider at an upcoming meeting of County Council, directing County Administration to prepare a letter, to the Premier of Ontario, Kathleen Wynne and the Minister of Health and Long Term Care, Dr. Helena Jaczek,  on behalf of County Council, reaffirming County Council’s support for the location selected for the new Regional Acute Care Hospital.

Mr. Bachetti requested that Mr. Queen consider including in his motion that City of Windsor Council be requested to also reaffirm their mutual support for the selected location of the new Regional Acute Care Hospital and so advise the Premier and Minister of Health and Long Term Care.

Mr. Queen noted the request by Mr. Bachetti and acknowledged he was agreeable as long as it was understood that County Council would proceed with their letter of support, regardless of whether City Council acted on the request or not.

    That the proposed Notice of Motion directing County Administration to prepare a letter to the Premier of Ontario, Kathleen Wynne and the Minister of Health and Long Term Care, Dr. Helena Jaczek, on behalf of County Council, reaffirming County Council’s support for the location selected for the new Regional Acute Care Hospital, and requesting the City of Windsor Council to also reaffirm their support for the selected location, be placed on a future Agenda for the discussion and consideration of County Council.
