Warden Bain welcomed the members of County Council, Administration and the home viewing audience. He noted his participation in the following events:

  • Made a presentation at the Leadership Windsor Essex workshop on the subject of the Role of the Mayor and Warden in municipal government. Ms. Birch also presented at the workshop along with leaders from ERCA and TWEPI.
  • Attended, along with the Essex County Accessibility Advisory Committee, the Heroes Basketball Final game. The OPP Community Policing and Community Living Essex County organize this league.
  • Attended the Windsor Heavy Construction Association banquet.
  • Attended the Ontario Association of Police Services Boards Annual General Meeting where their focus was on legalized cannabis and implications for policing
  • Attended the Leadership Windsor Essex Celebration of Life for Unclaimed individuals
  • Attended the Economic Development Week media launch and activities surrounding the kick off in the region.
  • Attended the Ontario Small Urban Municipalities (OSUM) conference and trade show where there was much discussion and presentations also surrounding the legalization of cannabis in Canada and the implications for municipalities.

Received e-mail, dated April 30, 2018 referring to an AMO Policy Update - Canada-Ontario Bilateral Agreement Signed for the National Housing Strategy.

Mr. McNamara discussed the Canada Ontario Bilateral Agreement and National Housing Strategy as it relates to local opportunities for funding. He noted that there was a need for funds to get apportioned to local municipalities and the programs that they administer. He stated that there was currently limited funding for Community Housing in the County and further there are Community Housing facilities that need to be renovated to accommodate the needs of the community they serve.

Received e-mail, dated May 8, 2018 regarding an AMO Policy Update - Cannabis Legalization Briefing Materials Available.

Mr. McNamara advised that AMO had been instrumental in discussions with the Province to establish the ratio for sharing in the revenue from the sale of legalized cannabis. He advised that if the Province’s portion of revenue from the federal excise duty on recreational cannabis, for the first two years of legalization, exceeded $100 million, the Province would provide municipal governments with 50 per cent of the surplus.

    That a Committee be formed, consisting of lower tier CAOs and/or Treasurers, and meet with County Administration to discuss possible strategies and allocation methods to determine an appropriate and equitable distribution of the local share of the proposed cannabis tax funding, similar to what was undertaken for sharing of Federal Gas Tax;

    And further that a strategy and allocation method be brought to County Council for review and comment.

Received correspondence, dated May 4, 2018 from Neil Zohorsky, P. Eng., Regional Director West Region responding to follow-up correspondence from Warden Bain to  the Honourable Kathryn McGarry, Minister of Transportation, regarding the discussions held at the OGRA Conference and the additional information provided by Essex County.

Mr. McDermott expressed concern over the delay in widening the Highway #3 corridor by the Provincial government.

Mr. Maisonville indicated that the next logical progression for a widening of Highway #3 would be property acquisitions. He indicated that if the Province determines the warrants do not demonstrate a need for widening the highway, it would be a difficult task to make a case beyond the information that had already been gathered and presented.  He indicated that the County's message focused on public safety and future growth of industry and development. He indicated that the County would continue to send a proactive message to the Province regarding current status and future opportunities that rely on this corridor.

Mr. McNamara suggested that the Highway #3 information package provided to the MTO be forwarded to all Provincial party leaders and the local representatives, seeking their position on Highway # 3 expansion if elected.

Received e-mail, dated May 8, 2018 from Minister Dipika Damerla regarding an invitation to submit a nomination for the Ontario Senior Achievement Award.

Received e-mail seeking support for their Council's resolution, dated April 27, 2018 regarding Renovation and/or Demolition of all Buildings Containing Hazardous Materials.

    That the Warden and Clerk be authorized to enter into a 20 year lease agreement, with an annual rental fee of $1.00 per municipality per year, with the Towns of Essex, Lakeshore, LaSalle and Tecumseh for the use of a portion of the closed Landfill #3 property, in order for those municipalities to collaboratively operate a dog pound for their own purposes.

Ms. Birch provided an overview of the report and recommendation. She noted that the CHPI funding increase is to mitigate the rising costs of running the programs.

    That Essex County Council increase the per diem rate for Housing with Supports contracted service providers, in keeping with the increase approved by the City of Windsor by Resolution CR235/2018, such that the increase in cost does not exceed the CHPI funding allocation and the County’s budgeted contribution to the program.

Report Number 2018-0516-EMS-R006-BK, dated May 16, 2018 from Bruce Krauter, Chief, Essex Windsor EMS.

Chief Krauter provided a summary of the report detail, outlining the impacts of operational procedure changes and technology on the data collected. He expressed an optimistic outlook for positive changes in offload delays through recent efforts made through collaborative planning with the Erie St Clair LHIN and community partners and programs.

Discussion took place with regard to offload delays, response availability codes and tiered services agreement.

Report Number 2018-0516-ADM-R09-RM, dated May 16, 2018 from Robert Maisonville, Chief Administrative Officer.

Mr. Maisonville discussed the report and the staffing request that was reviewed by Council at the time of the 2018 Budget approval. He noted that this position was necessary to ensure compliance with recent changes to legislation and for consistency in the procurement process.  Further, he stated that there was the need for an audit and updated processes and policies internally.

Ms. Mustac discussed the construction project and the implications for road closures during the construction period. She further outlined the tender process and noted the recommendation.

    1. By-law #25-2018 be adopted to authorize the Warden and Clerk to execute an agreement with Dillon Consulting Ltd. for the provision of Contract Administration / On Site Services for Phase 6A of the County Road 22 Capacity and Safety Improvement Program; and,
    2. The tender for the construction of Phase 6A of the County Road 22 Capacity and Safety Improvement Program be awarded as follows:

    Project No. 13107-590 County Road 22 – Phase 6A to Amico Infrastructures Inc. for a Total Tender Amount of $4,658,300.00 plus H.S.T.

That County Administration be directed to prepare a letter to the Premier of Ontario, Kathleen Wynne and the Minister of Health and Long Term Care, Dr. Helena Jaczek, on behalf of County Council, reaffirming County Council’s support for the location selected for the new Regional Acute Care Hospital, and requesting the City of Windsor Council to also reaffirm their support for the selected location.

Mr. Queen expressed that there seemed to be a great amount of attention paid to those who were opposing the location of the new hospital, that it would be timely and appropriate to reiterate the County's position of support for the decision to proceed as planned with the new hospital at the vetted and approved location on County Road 42.  He felt a letter to all the Party Leaders, reaffirming the County of Essex' endorsement of the progress and location was crucial.

Mr. McNamara echoed the importance of the County expressing its support for the selected location and the project moving forward as planned. He noted it had taken a significant amount of time to get to Phase 2 of the new hospital, and any wavering in the support of the decisions made thus far could be very detrimental to the entire project,  and move this project to the end of the queue for provincial funding. He expressed that the County of Essex was allocating $100 million to this project and that it was a joint venture and that is was necessary to reaffirm the County's position regarding the location with the province, and whichever party forms government after the election.

CR19/Malden Rd

Mr. McNamara expressed concern over County Road 19 (Manning Rd) construction closures that would potentially divert traffic down Malden Rd., being a  residential and not an appropriate alternative. Mr. McNamara brought some information for the County Engineer to review to this regard.

CR19/CR22

Mr. McNamara indicated that the Town of Tecumseh is receiving calls regarding the congestion that seems to ensue at the intersection of CR19 and CR22. He advised that it was becoming a barrier to progress and economic development that the intersection was backed up at many times throughout the day.

Mr. Maisonville indicated that there have been issues with the traffic signal software and those issues were being addressed at that intersection and at CR22 and Lesperance Rd as well.  He advised that the Infrastructure Services Department was working with the vendor to get the software updated and resolve the issues that seem to be creating the problems at those intersections and that Administration understood the concerns expressed by residents and by the municipality.  He committed to improved communication on Infrastructure Services projects.
