County Council Minutes for April 3, 2019

    That the minutes of the April 3, 2019 Regular Meeting of Essex County Council be adopted as presented.

Warden McNamara welcomed members of Council, Administration as well as members of the public. 

The Warden shared that the County had received notification from AMO during the week of the Ministry of Health and Long-Term Care’s (MOHLTC) intent to move Ontario’s 52 ambulance services to 10 through restructuring. He advised that the information was preliminarily shared via the budget document which stated the government’s plans to “integrate emergency health services into Ontario’s health care system.  Warden McNamara stated that currently the County does not have any further information about the Ministry’s decision, its approach to this change and what the next steps would be and that he hoped to have more information in the coming weeks and would be consulting with the Provincial Government in regards to this announcement via our many channels.  He reassured the residents of Essex County and Windsor that despite the announcement, there was no immediate change in the service delivery of Essex-Windsor EMS. He expressed that Essex-Windsor EMS staff, as always, would continue to provide compassionate, quality pre-hospital emergency care.

Item from AMO Watchfile, dated April 11, 2019 - Resolution from Peterborough County regarding - Ongoing Opioid Crisis in Peterborough.

Report Number 2019-0417-FIN-R008-SZ, dated April 17, 2019 from Sandra Zwiers, Director of Financial Services/Treasurer.

Ms. Zwiers provided some background information regarding the properties utilized by Essex-Windsor EMS around the County. She noted that the property in LaSalle being considered within the report had been subject to informal rental terms in the past and that it was the intention, moving forward, that a formalized rental/lease agreement be in place for this property. She noted that the agreement would ensure consistency with the other EWEMS leased properties in Kingsville and in Essex and provide terms and conditions that are transparent and in the best interest of the County of Essex.

    That County Council authorize the Warden and the Clerk to execute an Emergency Medical Services Station Lease with the Town of LaSalle for the period from January 1, 2019 to December 31, 2023.

Report Number 2019-0417-IS-R010-JM, dated April 11, 2019 from Jane Mustac, Director of Infrastructure Services/County Engineer.

Ms. Mustac provided information and recommendations pertaining to tender results for a culvert rehabilitation project to be undertaken as part of the 2019 Rehabilitation Program. She noted specifically the timeline for road closures and the bid process which produced a lower than estimated quote for the rehabilitation. She further noted the recommendation for Council to consider.

    That the tender for Project Number 740-2019-County Road 27 culvert over Billings Drain be awarded to Southshore Contracting Inc. for a total tender amount of $358,996.00, plus H.S.T.

Report Number 2019-0417-IS-R011-JM, dated April 17, 2019 from Jane Mustac, Director of Infrastructure Services/County Engineer.

Ms. Mustac provided a summary of the Road Rationalization study, project phases and current status. She noted that there have been some added work that had not been included in the initial contract and discussed the recommendation for Council to consider.

Discussion took place with regard to the project technical team and the project phases and timeline as they both have evolved over the course of discussions and review.

Mr. Maisonville noted that due to the nature of the project and the implications that the results may have on municipal budget planning, it would be necessary to commit the time to assessing the condition of the roads and the financial implications for the municipalities as these assets change hands. He noted that the financial component of the project is the complicated piece that will need to be completed before any transfer can take place.

Leo Meloche noted that he had attended an event where Essex MP Tracey Ramsey,  had raised awareness about a Private Member's Bill in Parliament. Bill C439 - an Act respecting the development of a national strategy in relation to fresh water, was introduced on April 9, 2019. He noted that the Bill takes into account the need for a conscious effort to conserve and protect the great lakes and all fresh water sources.

    That the County of Essex forward a letter of support for the proposed Bill C439 to Ms. Ramsey and that a copy be forwarded to the Great Lakes and St. Lawrence Cities Initiative for their review and consideration.

Mr. Bondy expressed gratitude to the neighbouring fire services who assisted in controlling and extinguishing the blaze that occurred on Fighting Island in LaSalle.
