  • Recommendation:

    That the minutes of the March 2, 2022 Regular Meeting of Essex County Council be adopted as presented.

  • Recommendation:

    That the delegation from the Windsor-Essex Ontario Health Team Co-Chairs be permitted to address County Council.

WEOHT Co-chairs Bruce Krauter, Claudia den Boer and Kristen Kennedy, to provide County Council with information on the recently approved Windsor-Essex Ontario Health Team.

  • Recommendation:

Resolution CR93/2022 calling on senior levels of Government to increase support for housing retention policies including but not limited to the creation of long-term sustainable funding envelopes to increase supply and to promote successful tenancies through increased supports and supportive housing programming.

  • Recommendation:

    That Essex County Council [support] / [not support] / [file] City of Windsor resolution CR93-2022 calling upon senior levels of Government to increase support for housing retention policies, including but not limited to, the creation of long-term sustainable funding envelopes, to increase supply and to promote successful tenancies through increased supports and supportive housing programming.

Essex-Windsor Solid Waste Authority Report, Extension of Agreement for Farmland Rent, dated March 2, 2022 from Michelle Bishop, General Manager, EWSWA

  • Recommendation:

    THAT Essex County Council authorize the Warden and Clerk to execute an extension agreement between the Corporation of the County of Essex, Essex-Windsor Solid Waste Authority and Chris Malott Farming Enterprises Inc. for a one-year period November 1, 2022 – October 31, 2023 at the current agreement price of $276 per acre for 10 parcels of farmland making up 813 acres in the vicinity of the Regional Landfill.

  • Recommendation:

    That Essex County Council approve report 2022-0316-CCS-R05-MB and adopt Policy 2022-02 Policy and Procedure Governance Framework as presented.

Report number 2022-0316-SPH-R02-JBK, Extension of the Long Term Care Home Service Accountability Agreement (LSAA), dated March 16, 2022, from Jayne Brooks-Keller, Administrator, Sun Parlor Home

  • Recommendation:

    That Essex County Council accepts the terms of the Extending Letter from Ontario Health West to amend the Long Term Care Service Accountability Agreement for Sun Parlor Home, for the period March 31, 2022- March 31, 2023 and authorizes the execution of the required documents acknowledging the extension.

    That Essex County Council authorize the execution of the Declaration of Compliance indicating that, to the best of their knowledge and belief, Sun Parlor Home has fulfilled its obligation under the Service Accountability Agreement in effect during the period of January 1, 2021 to December 31, 2021.

    That Essex County Council authorize the execution of the High Intensity Needs Funding attestation for the period of April 1, 2021 to March 31, 2022.

Report number 2022-0316-ISD-R08-JB, County Road 22 Corridor Study Update - County Road 25 to West Belle River Road, dated March 16, 2022 from Jerry Behl, Manager, Transportation Planning and Development

  • Recommendation:

    That Essex County Council receive report number 2022-0316-ISD-R08-JB, County Road 22 Corridor Study Update, as information.

Report number 2022-0316-CCS-R04-MB, Regional Food and Organics Waste Management Program, dated March 16, 2022, from Mary Birch, Director, Council and Community Services/Clerk and Sandra Zwiers, Director, Financial Services/Treasurer

  • Recommendation:

    That Essex County Council receives for information the memorandum prepared by the Regional Food and Organics Oversight Committee and sent to EWSWA Board Members on January 6, 2022 regarding the Regional Food and Organics and Biosolids Waste Management Project – Facility Ownership and Recommended Next Steps attached as Schedule “A”;

    And Further That County Council receives for information the letter received from Essex-Windsor Solid Waste Authority (EWSWA) dated January 19, 2022 regarding the Resolution of the EWSWA Board – Regional Food and Organics and Biosolids Waste Management Project attached as Appendix “B”; and,

    And Further that County Council receives for information the correspondence from the local municipalities indicating their decision on participation in the Regional Food and Organic Waste Management Program, attached as Appendices “C” to “H” and provide copies to EWSWA;

    And Further that County Council advise the EWSWA prior to March 31, 2022, that all Essex County municipalities will participate in a regional solution for the collection and processing of organic waste material from urban settlement areas, at a minimum, as part of the short-term processing contract commencing January 1, 2025 or immediately upon the expiration of a municipality’s existing waste collection contract, whichever is later.

Report number 2022-0316-EMS-R01-BK, Title Ownership of Mobile High Priority Community Healthcare Clinic dated March 16, 2022 from Bruce Krauter, Chief, Essex-Windsor Emergency Medical Services

  • Recommendation:

    That Essex County Council authorize the Clerk and Warden to execute all documents necessary to take ownership and title of a Mobile High Priority Community Clinic vehicle, to be utilized by the High Priority Community Program or partners of the Windsor Essex Ontario Health Team (WEOHT).

Mayor, Hilda MacDonald, at the March 2, 2022 meeting of Essex County Council, brought forward a Notice of Motion as follows:


Whereas the City of Windsor provided notice that as of June 30,2022 they will cease being responsible for the operation of the Isolation and Recovery Centre (IRC); and


Whereas at least four County municipalities are home to temporary foreign workers; 


Be it Resolved That County Council discuss and debate the IRC and which level of government should apply to the federal government to operate the IRC for the coming year.

  • Recommendation:

    That By-laws 2022-08 and 2022-09, having been read a first, second and third time, be finally passed and enacted. 

Being a by-law to Authorize the Execution of a Lease Agreement between The Corporation of the County of Essex, The Essex-Windsor Solid Waste Authority and Christopher Malott Farming Enterprises Inc.
