Warden McNamara welcomed the members of County Council, Administration and members of the public and delivered the following greeting:

Good evening.

This is Mental Health Week. We on County Council recognize the last 14 months have been tough on our residents and our County of Essex employees.

It is OK to be sad, angry, frustrated, stressed out and exhausted.

The Canadian Mental Health Association is reminding us not to ignore those feelings. Acknowledge them and take time to take care of yourselves.

Tonight, I want to recognize a group of people who have had to face all these emotions while under intense pressure. It hasn’t, for a moment, stopped them from doing their jobs with dignity and compassion.

They are our long-term care workers. They faced the worst of this pandemic when it first hit. Now, given a bit more protection by vaccines, they are continuing to care for our vulnerable seniors.

We on County Council are especially proud of the staff at Sun Parlor Home in Leamington. No matter how difficult and scary it was over the past 14 months, they have been there for the residents.

This week, on the County of Essex website, we are sharing letters of thanks family members of residents wrote to the staff. I encourage you to read them. Their heartfelt words of gratitude are a reminder of the important job done by long-term care workers.

Their praise for the Sun Parlor staff says so eloquently what we don’t say enough. And that is: Thank you Sun Parlor Home staff. You are amazing.

I also want to take a moment to thank the paramedics and other staff of Essex-Windsor EMS.

May 1 was First Responders Day, a day to honour those who rush to the scenes of emergencies and risk their lives to save others. Our first responders are doing their jobs with dedication and professionalism, despite the added strains and dangers posed by the pandemic.

In the last couple of weeks, they have been assisting in the fight against COVID-19 by transporting patients from hard-hit hospitals in the Toronto area to our region. Thank you, Essex-Windsor EMS staff, for being on the front lines, especially in these difficult times and extending our help to our neighbours to the East.

There were no delegations scheduled for May 5, 2021.

Report number 2021-0505-ISD-R015-JM, Federal Gas Tax Top Up - Infrastructure Projects Update, dated May 5, 2021 from Jane Mustac, Director of Infrastructure Services Department/County Engineer

Jane Mustac provided information regarding additional Federal Gas Tax funding being made available through Federal legislation changes. She advised that the County had always used gas tax funding for the construction, rehabilitation and enhancement of County Infrastructure, mostly roads and that the additional funding will be used towards extending projects already slated to go ahead in the current year.  She noted that updates to the projects scope would be made through a simple change order process.

It was explained that the additional funding was a result of recent changes in legislation doubling the amount of gas tax funding municipalities would receive for the current fiscal year And that the Gas Tax Fund would also be renamed the Canada Community Building Fund.

Striking Committee Meeting Minutes dated April 29, 2021, Nelson Santos, Chair. 

Nelson Santos provided an update to Council regarding a vacancy on the ECAAC committee.  He advised that the recommendation of the Striking Committee was to appoint Stephanie Olewski to be named to the Committee for the current term, ending October 2022.

    That the recommendation of the Striking Committee to appoint Stephanie Olewski to fill the vacancy on the Essex County Accessibility Committee for the remainder of the current term ending October 2022; and the minutes of the Striking Committee, dated April 29, 2021, be approved.

Gord Queen requested a Roads Needs Assessment update from Jane Mustac. Ms. Mustac indicated that the County Transportation Master Plan was scheduled to be updated in 2021 t and that a background report to that was the Roads Needs Assessment.  She further advised that the services of a consultant were to be sought, to help facilitate the process, planned to commence in the Summer of 2021.

A Closed Meeting of Essex County Council was held at 6:00 PM, prior to the regular Council meeting, pursuant to Section 239 (2) (b) and (i) of the Municipal Act, 2001.

Council received commercial information, provided in confidence, which if disclosed, could have reasonably been expected to prejudice the contractual negotiations of an organization.

Council was also provided with an update on a personal matter about an identifiable individual.

Larry Snively requested an update of Jane Mustac regarding resurfacing timelines for County Road 50, west of Colchester. Ms. Mustac clarified that County Road 50 resurfacing was scheduled in four sections beginning in 2022 and ending in 2025. A request was made for an updated condition report of County Road 50.   Ms. Mustac advised that the Street Scan teams would be mobilizing in June to obtain updated pavement conditions and a report would be forthcoming to Council with the information determined by the street scans.

Leo Meloche questioned Jane Mustac on the methodology of determining speed limits on County Roads.  Ms. Mustac advised that there were a variety of factors used to determine speed limits for County Roads, however, in 2021, a consultant was being commissioned to conduct a study of the speed limits on the entire network of County Roads, with recommendations from that study to be presented to Council in the fall of 2021.
