November 4, 2020 - Essex County Council, Regular Meeting Minutes

  • Recommendation:

    That the minutes of the November 4, 2020 Regular Meeting of Essex County Council be adopted as presented.

Leonardo Gil, Project Manager - Community Safety and Well-Being Plan

  • Recommendation:

    That Mr. Gil be permitted to address County Council.

Dan Levitan, Vice President of Stakeholder Relations, Sanjiv (Sonny) Karunakaran, Director of Project Delivery

  • Recommendation:

    That Dan Levitan and Sanjiv (Sonny) Karunakaran be permitted to address County Council.

Ilija Maodus, General Manager and Michelle Bishop, Manager of Finance and Administration., EWSWA  to present the 2021 EWSWA budget.

  • Recommendation:

    That Eli Maodus and Michelle Bishop be permitted to address County Council.

  • Recommendation:

    THAT the Essex County Council approve the 2021 Essex-Windsor Solid Waste Authority budget and a 4.1% increase to the 2020 total municipal assessment of $12,469,800 based on a fixed cost allocation calculated on population and a Total Waste Management Fee of $39.00 per tonne fee for refuse delivered for disposal; and further that the total assessment to County of Essex municipalities and to the City of Windsor will also include the increase in municipal tonnage from 2020 to 2021, being an additional 2,450 tonnes representing $95,550 with the overall 2021 assessment to Windsor and the County municipalities being $13,076,600.

  • Recommendation:

    That the correspondence listed on the regular agenda for November 18, 2020 be received and any noted action approved.

Resolution RE Accessibility for Ontarians with Disabilities Act - requesting Provincial funding and support resources.

Resolution opposing changes to RE Bill 218, Supporting Ontario’s Recovery and Municipal Elections Act, 2020. 

Resolution seeking support for RE Reliable Broadband Access 

Resolution RE Supporting Loyalist Township’s resolution regarding funding for community groups affected by pandemic.

Resolution RE Requesting Province to Amend licensing and application process for Cannabis Retail Stores .

The Ministry of Municipal Affairs and Housing is pleased to advise that the federal government is opening a new intake of the National Disaster Mitigation Program (NDMP).

  • Recommendation:

    That the minutes of the Essex-Windsor Solid Waste Authority, dated October 6, 2020 be received.

  • Recommendation:

    That the minutes of the Essex County Accessibility Advisory Committee for October 8, 2020 be approved.

Report number 2020-1118-ISD-R033-JM Speed Limit Review-Various County Roads, dated November 18, 2020 from Jane Mustac, Director of Infrastructure Services/County Engineer.

  • Recommendation:

    That By-Law 2020-48 be adopted to amend Schedule ‘H’ of the County Traffic and Parking By-Law 26-2002, to amend the posted speed limit on various County roads as outlined in Report number 2020-1118-ISD-R033-JM.

Report number 2020-1118-EMS-R03-BK, Primary Public Safety Answering Point (P-PSAP) Services Agreement, dated November 18, 2020 from Bruce Krauter, Chief - Essex-Windsor Emergency Medical Services.

  • Recommendation:

    That Essex County Council adopt By-law 2020-49 authorizing the execution of an agreement with the OPP for the Provision of 9-1-1 Primary PSAP Services for a term of five years, or as amended.

  • Recommendation:

    That By-law(s) 2020-48 through 2020-50 having been read a first, second and third time, be finally passed and enacted.

A By-law to Authorize the Execution of an Agreement for the Provision of 9-1-1 Primary Public Safety Answering Point (P-PSAP) Services Agreement Between The Corporation of the County of Essex and Her Majesty the Queen in Right of The Province of Ontario as Represented by the Ministry of the Solicitor General on Behalf of the Ontario Provincial Police (O.P.P.)
